Is the "Sync Center" in Control panel supposed to work in tandom with WMDC? Because when I am syncing with WMDC it shows the progress in the Sync Center.

Yes. Sync center is the part of WMDC.
Here's a long shot that is a bit tedious, but I have a feeling you'll try it
1. Open Device manager
2. Expand USB Controllers
3. Check the properties on EACH item
4. On the Power Management tab, make sure that the option to turn the connection/port off to save power is NOT checked for every item under USB Controllers
Like I said, pretty tedious...but worth a shot.
Have you tested any other USB devices in Win7? Like an external drive or a flash drive? How have they functioned? Running Win 7 updates? There were a LOT of hardware updates off the bat when I installed about 7 days after launch.
