My MMS always works.
When I flash an update:
1) I usually play around with it with nothing installed to see what is new and working properly.
2) Auto install the 2 cabs below (soft reset)
3) Use the registry editor to rename HKLM\System\Inbox\ExternalAccounts\SMS to HKLM\System\Inbox\ExternalAccounts\SMS.

4) Add a home page quicklink for Programs\Messaging
Then:
1) Go to albums tab/ select the pic/ tab on screen to bring up menu/ select share icon/ select "mail"/ select "picture message"/ erase "@;" and choose who you want to receive/ send (I usually send one to myself of course)
2) When I receive picture mail, an icon appears in the taskbar/ let the download complete/ click on the homelink for "messaging"/ select SMS/MMS/ there should be a blue envelope that will indicate an attached pic.
