Search for a program called Nodata. You can permanently turn it off until you decide to turn it back on. This will calm your fears. I know I posted it atleast once over the in the Treo Pro community.

What rom are you on? If on 6.5 , look below: This is from Mighty Mike in the Mighty Rom thread:

"Well, ever since 6.5 was released, it is showing "always on" even though it is not. Unless you load a custom taskbar. But a stock one always shows active even though its incorrect."

I too have noticed its always on but never gave it much thought after I read the above.
