Yes, it will continue to turn the data connection back on because you probably have your email set to send/recieve every so often and when that time comes data is switched back on. Now, when data is switched on that doesn't mean data is active all the time. You will notice on the top taskbar an indicator that will light up white when data is active and will grey when inactive. Power is only consumed when the connection is active. The only way to completely turn things off would be to turn off your radio (put in airplane mode). But, if you do that you can't recieve calls , texts, or any data. If you don't want data to turn on by itself then turn off automatic send/recieve in your email settings. Then send/recieve manually .
