Close... it's a list of system ID's. Not a list of towers. As new towers are built you don't need a new PRL since those towers are listed as the same SID as the ones next to them.

For the most part the PRL is needed for roaming. It will not improve your native Sprint coverage or give you more bars like some CSR's will tell you.
