I see this too when I sync my phone to my computer the first time after restoring my contacts/calendar with PIM backup. I think ActiveSync doesn't recognize the restored data as being the same as what's in the PC Outlook database so it adds each contact again. Maybe the people who don't see it aren't syncing with their PC.
