If you are on a stock ROM, the Auto Prepend page may not be visible by default per the manufacturer. A few simple registry edits should take care of any +1 dialing rules. Below are the entries you should make using a registry editor:

[HKLM\SOFTWARE\OEM\PhoneSetting] "ShowAutoPrependPage" dword:0X000001

[HKLM\SOFTWARE\OEM\PhoneSetting] "AutoPrepend_1" dword:0X000000

[HKLM\SOFTWARE\OEM\PhoneSetting] "HiddenAutoPrependPage" dword:0X000001

[HKCU\ControlPanel\PhoneExtendFunction\CDMA "EnableOnePlusMDNVoicemail" dword:0X00000

Those entries will allow the Auto Prepend Page to be visible in the phone options and should disable the +1 in any phone calls. Hope this helps!
