go to \Windows\Start Menu\Programs\
then put the shortcut in there and it will go into the start menu
NOW if you want to arrange them in a certin order. you can use reSTART but i tried it and i ended up messing up all the icons order once installed.
what i do is go to HKLM\Security\Shell\StartInfo\Start\xxxxx.lnk
xxxx.lnk is the shortcut you created. go in there and you can change rank. just switch the ranks between where you want the icons. also you can put the string "Icon" in there and set the location of a png and that will change the icon.
Heres my start menu as an example
i organized File Explorer, Pocketshield, Total Commander, PimBackup, and Capsure. also i changed the icons on all of these but pocketshield.
Changing icons here is a little bit more tricky. I just changed Keyboard Config.
