There are countless postings of people who have had great success at activating Alltel on Verizon. The key I believe is just keep trying till you get a rep willing to do it.
I do know that some have been required to take it in so it can be verified that it will operate on Verizon.

So unless your Alltel device has a bad ESN then I would keep trying!
