It is not random at all. It will never ring or play a ringer once the problem app is installed. So it's either broke or not broke. Which also makes it easier to narrow down what is breaking.
If I knew anything about the dlls and such, I would be able to compare the sound programming from the post-app bug and the pre-app bug and see what changes are being made. But I don't know how
