But, your OP indicates you were successful in moving the EXE, right? If so, then all you need to do is navigate using WinMo File Explorer to the EXE, tap and hold to get menu, and choose 'Copy' from menu. Then navigate to \Windows\Start Menu\ or if you prefer \Windows\Start Menu\Programs (former puts icon in dropdown Start menu, which may be full already, so latter puts icon into Start>Programs screen). Once there, i.e. in Start Menu folder or in Programs folder, tap:
Menu (right softkey) > Edit > Paste Shortcut
This should replace the dead link shortcut, if you create the new shortcut in the same folder. If not, you should find and delete the old shortcut.
Horndoctor's suggestion would be better if only you had the CAB. This is because if you want to uninstall the program, it won't be found where installed, so could cause registry trouble. If you ever decide to uninstall, move EXE back to original location in internal storage first.
