In order to use certain apps you need Net Compact Framework 3.5 installed. Here is a link to the cab:

You can try to use an app like memmaid to uninstall some stuff but you may have to halt certain processes in order to uninstall some things completely. The reason some things can't be comletely uninstalled sometimes is because some installed files may be in use when you try to uninstall them. Therefore, you have to halt the process that is using those files before you can uninstall. You may even have to go into the registry to remove leftovers.
