I have seen this plenty of times on all different roms,
I have to send some of these small pictures to a few friend who has, (what we call a shitty phone).. (non windows, cheap, generic phone..) hahah,, just kidding..
but when I send them the pic, I looks big and fine, just the way it should.
I believe it has something to do with the original phone that took the pic, and what size the picture was taken at..
for ex... my sister-in-law sent a pic, it was so small,,, I called her back, and before she took another picture, I had her change her settings... to the highest resolution...
The picture came in fine...
