That's a very smart question! The Custom ROM Kitchens use bits and pieces of software and device drivers from other carriers stock ROMs and even some software (Manila) from other phones. If we knew exactly what software/driver/whatever that was generating the pop-up, we'd have the problem solve.
What really complicates troubleshooting is the following:
* Reports that after flashing between different ROMs, the pop-up stops appearing and doesn't come back, even when flashing again.
* Reports that a particular Custom ROM doesn't have the pop-up for one user, but someone else reports the same ROM does have the pop-up.
* The fact that the pop-up only appears when the phone is roaming on "Extended Network" and due to the configuration of the Verizon PRL ("preferred only flag is set"), users in strong Verizon markets (like NYC for example), never roam so they never see the pop-up. So most VZW customers never see "Extended Network". Only the few that live or travel to rural areas with smaller carriers like US Cellular.
