Ok to answer the first ? Yes you will need a Metro flash and yes it will render all the WAP, MMS, GPS setting unusable. Yes you will need to run the 2.31 unlocker and install a custom ROM and make the correct setting.

As for the plan choose one that has data included and anything else you want/need.

When it comes to ROMs it's all personal taste do some experimenting, but also keep in mind that most are not preconfigured for Metro and will require a carrier cab.
