I've found 28014 and 28011 fine. Yeah a little buggy but no show stoppers and worth it for Start Menu at bottom. Sorry if I'm mixed up which builds have Start Menu at the bottom.

28205 was definitely buggy though.
23518 has the start menu at the bottom.....Every WM6.5.x build has the start menu at the bottom.
