Try forcing it to ISO 100 or 200 and see how those turn out.

It was an indoor picture with Lights on. Its not like I turned off all the lights in order to spoil HTC's plan of making a camera. If it was low light I would accept that, but indoor doesn't always mean bad lighting. I have numerous pics taken indoors that turned out well on other cams.
Anyway, I tried all different iso's and guess what, it was the same.
