It's a function of ISO and sensor size. In light that low, your phone is cranking the ISO way up to 800 or even a boosted 800/1600.

It's called noise and all cameras are susceptible to it. It's not static and it's not an issue. Noise is to be expected when taking pictures inside at a tavern at night.
