no will not work if you are roaming and will not work on other devices that are sprint. it is a subscription based service that gives the device under the contract phone number the ok to get access and watch the content. without the connection you wont get anything to load. if you want to understand dully install the sprint tv cab on your phone and try to watch tv. of wont be able to verify your device thus why it wont launch video.
