I'm not sure if this is of help to anyone, but I looked at the VZW MR1 release yesterday, and RILPHONE.dll has changed a little in the functions that convert the dates. I'm not sure if any of the Chef's plan on using the OEM's from it to build any newer releases to see if it fixes the issue. I really have no desire to go back to 2.1, so I haven't flashed MR1, but anyone else that wants to, go ahead. Once flashed, change the key to 0, since VZW sets it to 1, and see if it works.
