It's nothing to do with a dispute. Yahoo doesn't provide access outside of webmail unless the user pays for the 'Mail Plus' account which is $20 a year.

Now, I've seen people get away with it for a day or two... but then it stops working. I think this is just a courtesy to allow people to back up their data once in a while. If they completely blocked the download they would get a bad rep pretty fast.
