I got it figured out. I had done all the proper steps. however, I had one very simple step to take. Somehow under the normal wallpaper in the settings folder I had chosen a different image. That is why I was so confused. I actually had the proper bottom portion under the slider which seemed so unusual.

All is well now. Thanks for the help.
