Yes - since flashing alone "seems" to not create the problem, but then flashing AND hard reset does - my tentative suggestion was to have:
5. *228 Activate (1)
6. *228 update roaming (2)
(Although to be honest, several techs have said that option "1" (Activate/program) includes option "2", the updating of the PRL)
