I read somewhere a while back that someone achieved this by setting something up on their home phone system where they would call home then have it route to a number of their choice. Their system could change the CID.
For a direct call, only your carrier can change your CID.

I have an Asterisk phone system i set up which allows this. Its tricky but you can configure a skype gateway which would then allow you to choose your outbound ID. Its not a setup for the noob, i takes someone who is familiar with asterisk
