You have it backwards. ROM is the physical flash storage, short for Read Only Memory. RAM is the dynamic allocatable memory used for running programs and stands for Random Access Memory.
The Titan has 256 MB of ROM, and 64 MB of RAM. ROM isn't really the right term for the NAND flash memory used for storage on pocket pc devices as it is not all read only, but meh.

There is a problem with most titan roms for management of shared memory allocation and I've been testing a fix that appears to be working well.
For those rom makers that want to experiment with the fix, take the smem.dll module from the 2.14 Alltel ROM (without dependencies) and the drivers from the 2.17 Sprint ROM and then run G'Reloc.
