Spb or Sprite backup will partially do it and both are commercial applications. They will restore the ROM to the same state as when you backed it up. However, it is not like ghost in that you must have a ROM flashed to the device unlike Ghost which requires to OS to do a restore.

You should only do a restore to the same version of a ROM that you backed up from. For example, if you backed up a 2.14 ROM and then flashed a 2.17 ROM you shouldn't use the 2.14 restore. Newer versions of Sprite advertise that you can do what I just stated not to, but I wouldn't suggest it.
