He does to a point, but really not enough anymore mainly because of Manila 2.5. Thing is he has a native 6.5 NK with extra room for modules, so he doesnt need to recmod extra files to have a perfectly working ROM. Remember modules are faster than files, so it can actually slow down performance if you recmod the wrong files. (such as services).

As OMJ has noted, there are scripts that will do this for you (just search the thread I linked). You don't need to have 0 modules in slot 0, I usually end up with around 20-30 these days with no noticeable difference between 20-30 and 0.
edit: guess I should have noted that recmodding = turning modules to files.. (I suggest to use the superrecmod util in that edtp thread)
