I'm not contradicting myself at all. HSPA+ is fully backwards compatible with HSPA, similar to EVDO Rev A being backwards compatible with EVDO Rev 0. The difference is, it's a whole lot faster.

T-Mobile's current line of 3G devices will work just fine on their new network. They won't get the max speed the netork is capable of, but they will get faster than they are currently getting.

For example- the Touch Pro 2 is capable of 7.2 meg HSPA. Right now the average 3G user probably gets around 1.5 megs or so. When they rollout the new network users will start seeing 7 megs on their Touch Pro 2's.

But you can bet HTC and everyone else will start making devices that support the 21 meg HSPA+. It's only a minor tweak, nothing major. Just like they had no trouble making 7.2 meg devices when carriers upgraded their 3.6 HSPA networks.
