Eh, there is no best imo.
MoTweet, Twikini, PockeTwit, TouchTwit...
all very good apps. They all work, have nice graphics and offer unique features.
I often switch between all of them--some days I like the super kinetic scrolling of TouchTwit, some days I like the graphics of MoTweet, others I just want speed and simplicity (Twikini).
