It's not a phone first, it's a Pocket PC first. It has a (or in this case, multiple) cellular radios installed and a phone application, as well as a microphone and earpiece, these things add the phone element to the Pocket PC. They didn't add a Pocket PC to a phone.
It's like a Verizon or AT&T branded netbook. Sure, it has the radio to connect to their data network, but that doesn't mean it's an internet machine first (disregard the NETbook name, that's a marketing ploy).
