You can save them anywhere on the device, and if you click on it once in File explorer it will always show up on your today settings list. As long as its not on your storage card

its ok for them to be on your storage card you just can't put them in a file. I have all of mine on my storage card. When I add more the themes are instantly recognized no action is needed.
