can't copy cprog.exe - access denied

I'm trying to make a copy of cprog.exe (the phone app) so as to dig into it using various tools and perhaps find the available command line options (like "-url"). I get "access denied" when trying to copy it (via Resco Explorer). Any ideas how I can copy this executable? When I try with Total Commander, it asks me whether to overwrite a 0 byte "cprog.exe" file in the destination directory, even when there's clearly no such file in the (empty, new) destination directory. What's going on??
