Like SMOTRS mentioned, flashdance will likely cure this. It is almost never ROM dependent - almost ALWAYS due to bad flash.

What happens is that ceratain memory registers may not get properly erased or overwritten from a prior to a new flash, and this could cause weird symptoms to come up. The only way I know of to fix this is to flash a stock ROM since that will overwrite all the memory registers correctly, then flash the custom ROM. It's a bit of a pain, but it works. And ANY custom ROM can get muddled like this - it's the (un)luck of the draw, really.
