I don't believe HTC is lacking that much in perspective that they manufacture
MANY different devices
AND develop software around a particular carrier's offering/services/OS.
Ever wonder why iPhone does so well?
1. Only one carrier to contend with.
2. Only one phone "model"
3. Only one OS
However I do agree that HTC
could do better. They should seek developer talent for hire from PPCGeeks & XDA...
