If you cook in an XDA_UC package, you can create an xml for each shortcut you want to move and drop it in your \Storage Card\XDA_UC folder. I do this so I can just cook with the default kitchen and other misc EXTs w/o having to modify all of the .dat files. I just cook, flash, let XDA UC do it's thing, and poof! All my icons are changed and put in the right spots.

Even if I decide to not cook in an app that I have an xml for, it doesn't prevent the rest of the icons from being moved because each shortcut has it's own xml file. If I add a new app, I just create one new xml file.

It's tedious the first round through, but it pays off in the future.
