Yeah that's new. It didn't used to do that. It would just stay unrotated but wouldn't go black. I'm running unthemed 28014 and it's doing that. I don't believe it did that on 28011.
If I click Start -> Home it comes back with KeyBoard out (unlandscaped of course).
