The PagePool is actually a portion of the RAM. What it does is partition off the RAM to a certain size designated by the PagePool and uses that to load apps from the ROM. The higher the number the more responsive the phone.

Problem is, some phones are short on available RAM and when the PagePool is increased too much, the phone will actually become sluggish. The Verizon TP is a prime example of this. Typically, anything higher then 8 on a Verizon TP is detrimental to speed whereas on the Sprint TP, you can go as high as 24 before the same thing happens.
