If it's not there, it can't be themed. It's possible that if someone took the 28011 Dusk rom and was able to get the HTC volume working, then it might be themed, but since it's not working, you'd never see the theme.

i got u....up until now i've been running all nrgz 6.5.1 builds 21887, 21864 etc....in your posts u said 6.5.x builds all have WM default volume so that threw me for a loop, its not 6.5.x just 6.5.3 thats missing htc volume
