In the activesync email options on the phone, you can choose to automatically download attachments smaller than a certain size - you can't limit these to just pictures. Separately, you can set your email attachments to save to the storage card - they will be in their own database, however, not in "My Pictures". (I don't remember the tweak for this since I don't do it, but you should find it easily in a search. It's also easy with Memmaid.)
Of course you could also sync your photos outside of Outlook, but that doesn't seem to be your intent. Good luck. tmb
