Either use the dcd carrier cab for Alltel from 10/31/2008 which doesn't include the battery icons, or install a custom taskbar to take care of it.
OR you can try this, I found it in some old notes and I think this fixed it too, but I haven't done it in a long time so I'm not 100% sure this was for the battery issue. Go to HKLM\Security\ResOver\Bitmaps and check the BaseDll value. If it is AlltelphcanOverbmp.dll change it to phcanOverbmp.dll. Soft reset and if I remember correctly that will fix it too.
