To move stuff to touch use Active Sync and click the 'Explore' button (when device is plugged in) this will bring up all the folders on the device, then just drag and drop, or cut/copy and paste your .cab's or .exe's into a folder, then on the Touch, use file explorer to browse to folder you dropped stuff in, and tap/click it to run the installers!
