Okay, the file you just downloaded is the ZIP file, not the CAB. The CAB is inside the ZIP. The numbers you are seeing is the compression rate of the ZIP. Once you tap on the ZIP you need to tap and hold your finger down on the CAB until a little menu pops up where your finger is touching. Extract the CAB, then close the window. Close File Explorer. Re-open File Explorer and find the CAB you just extracted from the ZIP. Tap on the CAB.
