Provided that you actually have internet access at the library the only reason that I can think of that you might have a problem is if someone else has already registered from that same library (in which case you'd have an ip conflict) but failing that it should work fine. If it's not too much hassle go and give it a try, it's not like you have anything to lose.

Too bad I can't just hook the other cell phone I have, Motorola Q9c to the Acer Aspire Netbook I just got last week, turn on Internet Connection Sharing, and create a wifi hotspot in Windows XP and use that ad-hoc computer-to-computer connection to connect on my HP laptop with my HTC TP2 connected in active-sync.
