HTC GPS Tool makes no sense to me either. It seems to work but I dunno what these results mean.
QuickGPS has expired.
So all I have left is Google Maps which isn't accurate anymore.

What else should I do?
As I understand it a radio that works well with one ROM wont necessarily work the same with another. It may take some time but you may need to play Muscial Radios until you find one that works. But first....

Did you leave Quick GPS alone/expired? If so download it and see if that helps, one ROM I was on My Location didnt work without it, another works with it expired. Which IMO is weird considering My Location is largely based on cell communication, hence the radio change.

Update your PRL if you haven't.

If it's still funky then IMO I'd start radio flashing.
