Here you go Brutha... I hated the fact that it went to the manila settings as well so i searched around and here is the fix..
First go to /windows/start menu/programs... and delete the settings icon.. ( use resco explorer or total commander.. you will have to unhide system file to view it )
then using a registry editor do the following HKLM/Security/Shell/StartInfo and change the key "HideSettings" from 1 to 0
MAKE SURE YOU SOFT RESET AFTER!!
*note* the first step isnt necessary but if you dont do it you will have 2 settings icons.. on will go the the manila settings tab and one will be the default windows settings
