sounds like you're doing it right after your second edit, I personally haven't cooked the 23009 yet, because i downloaded it to the phone and i just tested importing 23008 following the directories carefully and copying renaming the oemxip and i built a ROM with 23008 just fine no errors in the build process.

Im thinking its because Calk did not assemble the 23009 directly, was the file structure in the ROM and SYS different than the 23008 ROM and SYS? you mentioned you found the XIP after a bit of searching
