Normally it should match the last digit of your phone number and for the most part isn't used any longer.

You are right in Europe(United Kingdom) but you are wrong in the U.S.
Access Overload
Class (ACCOLC) in the United States is a tad different from Access Overload
Control (ACCOLC) in the United Kingdom
The Access overload class in the U.S. is from 0-9 for priority "class". UK extends to 10-15 for the priority "control" numbers & uses them in a different way for leveling.
So Bradart is right.
