That is not correct. Carriers like Cricket and even smaller local carriers like Blue Wireless are NOT in the PRL. Even though they are not in the PRL, all my phone will still land on their network from time to time when they cannot find any other available network. The only calls you can make are to the American Roaming Network, if that.
