Not a lot of detail in your post, but the usual problem is installing the weather fix cab before you've set up your city on the Manila weather tab. If that's what you've done, you need to uninstall the weather fix, add your city to the weather tab in Manila, update the weather on the weather tab, and then install the weather fix cab. Then the weather should show on the Manila home tab.
