Like an earlier poster stated you can triangulate without GPS - If all the towers in the area are WPH2 compliant (Wireless Phase 2) which allows for terrestrial triangulation by calculating the amount of time it takes for your signal to reach a specific antenna on each tower your phone is in range of, and you are in an densly populated area with a lot of towers they can get your location within 30 feet (if you have a lot of towers) In rural areas this does not work very well & they fall back to WPH1, which just provides the tower you are currently using, increasing the area you could be in...
So turning off GPS in a densly populated area that has WPH2 hardware (TruePosition LMU's -Location Management Units) with a PSAP (Public Safety Access Point) that has the ability to map the location is useless.
Keep in mind a lot of PSAPS ( Which are the Districts) do not have mapping software & they only get the Latitude & Longitude information, which means they have to pull out a map or manually enter it online to find the location.
A few of the nicer PSAPS have mapping software & the instant you hit "send" they see your location on a map within a given margin of error
